how do I increase sales?

I have a restaurant, is great on prices and quality but it seems to be stucked. We had 14 reviews on the newspapers in less than 3 months, all GREAT.
we sell unique kind of food, people LOVES it our regular customers keep coming, but they opened two franchises across the street from my place and they are kicking my **** with horrible food.
Is it the economy? is it the location (main street located) is it me? what do i do, advertising does not work, tv is highly expensive, any suggestions?
